The Eviction Moratorium began in March of 2020.
Prevents ALL evictions or terminations of tenancy for any reason, except "where the health and safety of residents is at risk."
Since March 2020, if a tenant is not paying rent, an owner cannot terminate the tenancy.

Not yet, according to the city health official. However, the Governor has declared the state's state of emergency will end on February 28, 2023. The state of emergency is what gave local elected officials the authority to enact emergency regulation such as the Eviction Moratorium. Once those emergency powers have expired, so should the eviction moratorium.
Not if the City Council decides to abuse their power by continuing to enact law without the approval of the voter.
